Cities can take the lead

There is no reason cities cannot take the lead in Public Power. In fact, it is primarily cities who take on the cause to create a public power utility. There are nearly 10 cities in Maryland, large and small, with public power utilities. Chartered cities can act and being small is not a limitation. Even a city with just a few thousand households can provide an effective public power utility for its residents.
